root access

the highest level of control over a computer or device

Most systems have one all-powerful account, often called root. It can read any file, change any setting and install any program. Ordinary users and programs are limited; root is not. An attacker who gets root access controls the device completely, and can hide what they did.

Think of it as

Like holding the master key and the alarm code for a whole building.
